Pop their foot on the floor with their heel against the wall. Put a ruler beside their foot also touching the wall, then take the length in millimetres from the tip of their heel to their longest toe. Don’t forget that their longest toe might not always be their big toe.
If you're comparing using the fit of their current shoes, you're looking for a snug fit, which stays put when they walk, with about a thumbs width between the toes and the front of the shoe.
